Since November 7, 2013, all universities and higher education institutions in Pakistan are required by the Higher Education Commission (HEC) to get a No Objection Certificate (NOC) before starting MS/MPhil or equivalent and Ph.D. programmes. Students must confirm that the university has a valid NOC before applying for admission to ensure that it can provide MPhil/MS/equivalent and Ph.D. programmes. Furthermore, MS, MPhil, PhD, and similar programmes CANNOT be offered by associated colleges or institutions. The Ph.D. and MPhil/MS programmes offered by universities, degree-granting institutions, or satellite campuses operating without prior NOC from HEC, as well as those offered and taught at any connected institution or college, are NOT recommended for admission by parents or other prospective students. The degrees granted in contravention of HEC regulations WILL NOT be acknowledged or attested to by HEC.
